TO ALL OFFICERS:

Dear Friends,

 WARM-UP EXERCISE TO COMMENCE ACTION PROGRAMME

Despite our repeated meetings with our executives and communications to the management, most of the issues created by the unilateral attempts of the management continue to remain unresolved, which is repeated as under for the information of all the officers.

1. The most disturbing trend is an attempt to bypass the bipartite relationship.

2. Lack of proper HR management resulting in total chaos & confusion.

3. Management failed to draw up proper manpower planning exercise. They want to strengthen only the administrative offices not the branches which are the real profit earners.

4. The unilateral directives in regard to the placement of Branch Managers are yet another attempt to destabilize our bipartite relations. As per the communication even the performers have been allowed to be belittled.

5. Cultural erosion has taken place in bifurcating the Odisha state with two different zones.

6. Dissent is word banished from our Bank.

7. Authoritarianism and Adhocism are the hall mark of our management and positive human relations are treated with disdain.

8. Management’s attitude in unsettling all settled issues paving way for unilateral and disorganized approach.

9. Spiral of transfers of Officers of S-IV & above caused severe pain and disruption in their lives, which is the goal of the management.

Friends, having exhausted all the avenues available to realize the issues created by the management unilaterally, we are left with no other alternative except to agitate on these issues. Hence our Federation has decided to issue the notice to our management and the same is reproduced hereunder:-

 Non-Responsive Attitude of our Management

 “Of late it has been observed that the management is resorting to the path of unilateralism, tries to sidetrack the majority Officers’ Federation and does not hesitate in violating the settled policies of the Bank. The core committee of the Federation who met sometime back had reviewed the prevalent situation in the Bank and the attitude & approach of the management towards the Majority Officers’ Federation and the matters related to the Officers. There was a unanimous view that the management is taking all possible steps mainly to target the Trade unions in the Bank. However a hope was maintained that the management would take corrective steps in the interest of the peaceful Industrial Relations.

An emergent meeting of unit General Secretaries of the Federation took place at Mumbai on 18th May 2014 to take stock of the situation and unanimously expressed in a very silent manner and paid homage to the passing away of Industrial relations in our Bank.

The entire Office bearers of the Federation were of the view that the Federation has always tried its level best to maintain utmost restraint and to have industrial peace in the Bank. At a time when the foremost need of the hour is to improve the Business and bottom-line of the Bank, when every effort should be concentrated on recovery of bad loans etc, the present attitude & attempts will derail the progress of the Bank. We are constrained to observe that the NPA’s in our Bank are increasing alarmingly. Our Bank's gross NPA has increased from Rs.8456 crores to Rs.11500 crores showing rise of 36% over the previous year. Besides this, Bank has effected the sale of NPA assets to the tune of Rs. 1278 crores and has also written off Rs. 382 crores in various corporate accounts. This compelled our Bank to make huge provisions in corporate accounts, thereby resulting into unimagined figure of loss of Rs. 1263 crores. It is equally an attempt to pass on the burden of these failures on the shoulders of common masses of Officers that too lower level officers who are the pillars of the Bank.

 It is a sorry state of affair that the Bank is covering up failures of the administration and the management is diverting everyone’s attention by resorting to the withdrawal of facilities.

The management wants the officers to be at its mercy, so that the management can succeed in deunionising the officers. Unilateral changes in the transfer policy without discussing with majority Federation is a matter of distress for us. This is a clear attack on the fundamental rights of trade union.

In view of the above alarming circumstances, total unconcerned approach and lack of initiatives on the part of the management for resolving the issues, our Federation has been forced to resort to organizational actions. The first phase of the action will include:

1. To present Memorandum to the Central office /Zonal offices & Regional offices.

2. To send protest mails / sms to GM (HR)

The total situation and the approach of the management would be reviewed in next meeting of General Secretaries of the Federation to be held at appropriate time to decide further course of action.

We still hope that the management would take urgent corrective measures to save the industrial relations from deterioration in the interest of the Bank”

Friends, let us direct all our anger, anguish, frustration against management’s autocracy,
obduracy, obstinacy and unilateralism.
