RESULTS OF WRITTEN TEST FOR PROMOTION FROM SCALE-III TO IV DECLARED

Central Office has released the provisional list of successful candidates of the written test conducted on 23.03.2014 for promotion from Scale-III to IV.  While congratulating all the successful candidates, we are placing the list of promotees working in CHENNAI Zone.  It may be noted that the result declared is a PROVISIONAL and the eligibility of the candidates, though declared successful, will be subject to the compliance of eligibility criteria including minimum APAR marks in preceding five years including the debarment.


The total no. of successful candidates in the written test is 115.

We reproduce hereunder the contents of Letter No.16 sent by the General Secretary, AIBOC for your information.

“You must have come across from various media reports that RBI has instructed the Banks to open branches for full days on 29th March, 30th March, and 31st March, 2014 for the purpose of tax collections. Taking cognizance of these reports, your General Secretary immediately sent the protest letter of the Confederation to IBA, M.O.F. and Reserve Bank of India on 20th March, 2014, a copy of which was sent to you for information.  We simultaneously took up the issue with UFBU and other three officers’ organizations in order to bring unanimity on the issue.

PROMOTION PROCESS FOR SPECIALIST OFFICERS ANNOUNCED

  
  
    
           Eligible candidates will have to apply “On line” through Cent SwaDarpan-HRMS and also submit the physical application form cum letter of willingness through proper channel.                                                                                                          
   The ‘Link / Menu’ for the application through HRMS will be ‘Opened’ on 27.03.2014 and the link will be deactivated on 02.04.2014 at 6.00 PM. Hence thelast date of submission of both Online as well as Physical application form is 02.04.2014.

    Online Written Test and Online test of Computer Literacy and ComputerKnowledge(applicable for MMG Scale III to MMG Scale IV only) are scheduledto be held tentatively on 27.04.2014.

AIBOC CONFERENCE HELD ON 8th, 9th & 10th MARCH 2014.

We quote below our Federation circular on the captioned subject for your information


“The 10th Triennial conference started on 8th March 2014 with massive rally and the scene was worth seeing reflecting the large scale participation of the officers in the rally, followed with the inaugural session of the conference at NishaGandhi auditorium, Trivandrum. Sri.A.K.Padmanaban, leader of CITU in his inaugural address analyzed in detail the economic situation of the country, the approach of the Government and the steps to be taken by the trade unions to safeguard the interest of the workforce. Yesteryear leaders of the Confederation were felicitated during the inaugural session of the conference.
On 9th Mar, 2014 the President of AIBOC Sri.Harshavardhan welcomed the entire house which was thronged by more than twelve hundred delegates from the length and breadth of the country representing all affiliates of the Confederation for the Business session and appreciated the role played by the Kerala State unit of AIBOC for their dedication, involvement in organizing the Tenth Triennial Conference in such a splendid manner, at very short notice. Two minutes silence was observed in the honour of the departed souls and to pay homage to them.
The General Secretary Sri.Harvinder Singh presented his report covering in detail the international and important socio political developments at national level, global and domestic economic scenario affecting not only banking industry but also common man, RBI Monetary policies, Budget, Government policies like disinvestment etc., labour scenario, Banking sector developments encompassing the present status of salary revision and the future strategies, second option of pension for the left out retirees, organizational activities and affiliates’ activities inclusive of the Sectoral Federations.
As many as 67 delegates have expressed their views on various issues concerning the banking industry, Trade Union movement/ policies of RBI & Government/ demands of the officers in charter of demand particularly 5 days week and regulated working hours, menace of vigilance etc. and problems of common man. The deliberation lasted for almost 6-7 hours. The replies to all queries/issues pertaining to five day week, compensation for working on holidays, disciplinary proceedings, roll played by private sector banks, reporting of bank defaulters, participation of Scale-IV Officers in strike, support from print media, membership of the Confederation in various affiliates, unity among officers, common holidays under CTS, pension option for resignees, women representation in AIBOC, visibility of AIBOC, RBI discussion paper, reports of state committee and details on wage negotiation developments. The house unanimously adopted the report. Audited Statement of Accounts for 2011, 2012 & 2013 was also passed unanimously by the house.

The House adopted the resolutions on regulated working hours, five day week, rising prices of essential commodities, corruption in public life, repeal banking law amendment bill and restore the earlier provisions, nationalize the old generation private sector banks, repeal rise in FDI up to 74% in banking sector to oppose free entry to foreign banks, updation of pension, participation in management in private sector banks ,trade union rights to all officers irrespective of scales ,early and respectable wage revision for bank officers ,rising nonperforming assets , absorption of income tax on allowances perquisites by banks, scrap anti employees in khandelwal committee report, implementation of ILO conventions for wider definition of workers and coverage under i.d act, demand for a minimum tenure and transparent selection process for CMD/ED posts, extension of pensionary benefits to RRBs at par with public sector banks to initiate and provide infrastructure to the visually challenged officers, merger of RRBs with sponsor banks, second option of pension to officers who took VRS under exit option and resignees ,defined pension scheme to all officers covered under NPS, payment of north east allowance @ 12.5%, on lines of central government and RBI employees. 
 
Sri.Y.Sudarshan & Sri.Harvinder Singh were elected as President and General Secretary of the Confederation respectively and they have expressed their pleasure on the successful conduct of the 10th Triennial Conference and assured the delegates of their committed involvement in resolving the issues of the members. Appreciations for contributions and sacrifices made by Com. Harshavardhan, outgoing President of the Confederation were also placed on records.
The curtains of the 10th Triennial Conference of the Confederation were drawn with National Anthem after vote of thanks proposed by Sri. Abraham Shaji John. The delegates who attended the tenth Triennial General Council shall remember the Inaugural Session, Business Session and the grand procession for a long time to come. The occasion has enlivened trade union sprits in the hearts of all the delegates present.
Sri.S.B.Rode, General Secretary and Sri.S.C.Gupta, President of our Federation were elected as Vice President and Deputy General Secretary of AIBOC respectively. Sri.H.R.Singh, Senior Vice President of our Federation would continue to be the EC member of AIBOC”

MANAGEMENT’S UNILATERAL ACTIONS CONTINUE
EMERGENCY MEETING OF THE OFFICE BEARERS
In yet another glaring display of unilateralism, our management is reportedly proceeding with the merger of Some Zones in the name of restructuring which leads to only artificial solution and multiplication of higher level executives. In spite of the strong protest by the majority Officers’ and Employees organizations, our management is proceeding with the agenda of merger of some Zones bypassing the organizations and created a serious gap in the confidence levels between the Trade unions & the management.
Friends, our Federation has shown utmost restraint and has taken all possible steps but the management does not appear to be serious and sincere. Our Federation has been forced to wall
Under these circumstances an emergency meeting of the selected office bearers of the Federation would be held at our Federation office, Mumbai on Thursday, the 20th March, 2014 to decide further course of actions including organizational actions to protect the interest of the officers”

“It is a matter of great delight for me, that I have been unanimously elevated to the dignified post of General Secretary of All India Central Bank Officers' Federation, that to when our Federation is celebrating  Golden Jubilee of its fifty years of fruitful existence.  I have a proud privilege of enjoying a deep association with this great organization for over 23 years. The officers under the banner of AICBOF were able to brave all odd situations and emerged unscathed and stronger which the trade union fraternity in banking industry watched with amazement.

The next round of negotiations between the Indian Banks’ Association and the United Forum of Bank Unions will be held on March 14 at Mumbai. The talks will primarily centre on the percentage of increase demanded by the unions for a long-term wage pact. Other issues will include pension, a five-day banking week and health care allowance.

IBA to take up unions’ demands with Govt tomorrow



Indian Banks’ Association, representing the managements of banks in the country, will soon take up with the Finance Minister the demands set forth by the United Forum of Bank Unions. 
IBA functionaries and UFBU leaders held talks on the ticklish issue of wage hike in Mumbai on Monday. The union leaders were told that the issues raised by them would be taken up with top Finance Ministry officials on Wednesday. Based on the Government’s stand, the next round of bilateral talks would be held “within the next 10 days”. UFBU leaders told Business Line that they had strongly pushed for a five-day banking week (instead of six now), which is the norm in many countries. They have also demanded regulation of working hours, a return to the old pension scheme for bank employees, and better medical care and housing benefits. 
Several rounds of talks have already been held between the IBA and the unions over the demands, but the talks were deadlocked on the crucial issue of wage hike. Source: Business Line
