INCENTIVE SCHEME 2012-13
We are happy to note that our management has
released the results of the cash incentive scheme for the year 2012-13 well in
time. In this connection, we wish to point out the shortcomings and request you
to redress the same so as to satisfy the dream of large number of officers
working in the field.
- The scheme as per the P&D circular No. 1045 dated 24th Dec 2012 for the year 2012-13, envisaged the coverage of 1204 both specialized & non-specialized branches to be incentivized for rewarding the pivotal staff members, whereas the results announced vide P&D cir No. 1174 dated 1st Aug 2013, only 744 branches are declared for getting the cash incentive scheme.
- The selection of Regional level best branches in all categories are only 692 branches against the scope of 1036 branches.

- Results have not been announced for the specialized branches in all categories under SME,CFB,MCB,CC,ARB,LDO,ZSTC,NBO,NRI Deposit Br as well Best Agriculture Branches.
- We are informed by the officers working in the field that the rating in KRA’s are not carried out properly. For instance the best branch under Rural category have been rated only 3 against 5 in the HR factor. Some of the semi-urban branches are rated only 3 or 4 against 10 in CS factor. More number of branches are rated ‘o’ marks in the first two important KRA factors.
- In respect of the scheme applicable to the administrative offices, if the Field Functionary is getting the cash incentive, all the other executives and others barring 75% of officers & 85% of workmen staff with the performance score of less than 85 in their EPAS, shall be eligible. It clearly shows discrimination. Whereas if the branch is getting the cash incentive, the entire staff would be eligible. We request you not to discriminate the lower level officers & employees working in the administrative offices, and their efforts should not be undermined for deciding the coverage in the scheme.
In
view of the reasoning as stated above, we request you to review the results for
declaring more number of branches as envisaged in the original scheme approved
by the board in the meeting held on 6th Nov, 2012, for getting the
benefits of cash incentive scheme so as to fulfill the coverage of 75% of the
corpus of the scheme goes to the staff members working in the branches”
