PLIGHT OF THE OFFICERS
UNTHOUGHTFUL ATTITUDE OF THE MANAGEMENT
AND THEIR TANTRUMS SHALL NOT PAY

The setbacks in performance parameters in our Bank since last year are an alarming factor which requires more debates and discussions. More importantly, it should be the endeavor of the Management to balance the expectations versus reality and build consensus that actions and results will be calibrated. However, from our meetings with Corporate Management, we observe that the approach is still impracticable and actions are only focused to harass branch heads on flimsy grounds. The officers around the country are approaching us with a feeling of helplessness generated due to the approach of management.

The issues which are shared by the officer colleagues are listed as under for information.

1.      Declining / rejecting genuine claims of leave. 

     Branch managers are not allowed to avail a day’s casual in emergent situation. They are scolded on the issue of achievements of targets. Are the branch heads slaves of the management? It is beyond imagination that branch heads can anticipate the eventualities before 30 days as expected by management. The way officers have been ill-treated and humiliated is unprecedented. It is a sorry state of affairs that branch heads are treated as if they are criminals. Young brigade Branch managers recently posted have a feeling that declining leave increases their unhappiness which turns in to anger and disgust, ultimately affecting performance of the branch. Even the leave applied for own marriage or the joining leave upon the transfer are declined / curtailed, thereby jeoparding self respect and confidence level.  Indeed, the healthy and conducive atmosphere can turn around the whole situation prevailing in the Bank.

2.       Achievement of targets.

   The officers are being forced to sit late, attend the office on holidays and Sundays and compelled to fulfill unrealistic and arbitrarily fixed targets without the required infrastructure, manpower and support of the management. Every other day branches get targets for new tasks. Reasonable targets depending upon potential of the area and with the adequate staff strength need to be fulfilled but not by targeting the field functionaries in the name of manpower budget, which has become tragic case in our Bank. It is a feeling in officers’ community, especially in the generation next, that the excercise of categorization of branches is only with a view to deprive the promotional avenues and create frustration.

3.      Attitude and actions of the Management.

    On the one hand,  officers are under tremendous pressure for achieving business targets and on the other, facing unprecedented situation of conflicting decisions from various executives. In large number of rural branches, there are hardly one or two officers including the Branch Manager. The bank as a whole is suffering from severe shortage of officers. It is surprising that some of the Zonal / Regional heads have preferred to issue memos for not achieving the business targets. Zonal / Regional heads are acting like "SUBHEDARS" and implementing their own agenda. They have gone to such an extent that they are refusing even to discuss matters of officers interest thereby provoking all organizations.

     Management is under the impression that branch managers have "ALLADIN KA CHIRAG" for achieving the growth standards. The speed in which the applications for VRS / Resignation are received is the indicator of dictatorial attitude of management. A good management funda prevailing in the industry is RETENTION POLICY, whereas our Bank is adopting the EXIT POLICY. In response to our effort to bring number of violations to the notice of management, an attitude of WE DON’T CARE has been adopted.

4.      Who is responsible for present position?

    Every now and then and in each meeting, Zonal & Regional heads are showing their concern regarding unimaginary loss posted by our Bank, for March 2014.In their communications to branch heads; it is also highlighted as to the huge NPA in our Bank. The few MCBs and top management are the architects of such a huge provision, NPA and loss to the Bank. It is surprising that Bank is attempting to pass the burden of these failures on the shoulders of common masses of officers who are pillars of the Bank.

We hope that management will understand the importance of peaceful Industrial Relations for the development and growth of our Bank. But, the management is creating a situation of strife amongst the branch heads resulting in Industrial Unrest.

UNILATERAL DIRECTIVES ON RESTRUCTURING OF ZONES/REGION NEED FOR AGITATIONAL PROGRAMMES

Members are aware of the unilateral decisions of the management in merging Nagpur zone with Pune zone, Agra zone with Lucknow zone, Muzaffarpur zone with Patna zone, shifting Sambalpur Region of Odisha state to Raipur zone of Chhatisgarh state and shifting Dehradun Region of Uttaranchal state to Delhi Zone.

As a responsible organization, we have been showing lot of patience and restraint in order to reach amicable solutions. Unfortunately, our top management’s reaction is one of apathy & indifference. Trade unionism and Officers and employees welfare are considered to be unwelcome features as far as the management is concerned.

Therefore it is time, we react. The core committee meeting of our Federation held at Mumbai on 20th Mar 2014, had a detailed discussion about the attitude of the management and it was unanimously decided that our management’s unreasonable and unilateral attitude should be resisted in Toto. The committee felt that the following issues/developments warrant our immediate reaction:

1. Attempts to thwarting the bilateral mechanisms

2. Failure to draw up a proper manpower planning exercise

3. Unilateral changes in the Transfer policy

4. Deunionization & distruption of organized workforce

5. Cultural shock to officers & employees by merging the zones/Region

Friends, all of you are aware that the present Zonal set up in our Bank is in existence without any hitch for the last 3 decades. What has been existed and practiced through them all along cannot be pooh-poohed as unsuccessful.

How can we tolerate the management’s unreasonable and unwarranted approach in merging the zones and Region, which will yield only cosmetic change and leads to multiplication of only higher level executives?

Can we ignore such unilateral attitude of the management?

Friends the trend is a clear indication of the challenges before the trade unions in our Bank. The directives on merger of zones are arbitrary and against the bilateral sprit prevailing in our Bank. It is therefore necessary to raise our voice of protest. We must defend our right of bipartite mechanism. Hence all round awareness is necessary amongst the membership about the challenges before us and also prepare ourselves for a greater struggle and sacrifice, if need be.

After put in more than 35 years of service, I am retiring from Bank’s service today and I am saying “ADIEU” to the Bank .After having spent most of my life time in the Bank as well as in the Trade union front, parting is indeed a painful affair.

I had the unique opportunity of leading the Federation as Frontline soldier. At this sunset hour in Central Bank of India, when I look back very many memories overwhelm me. It was a long and eventful journey. I have made every effort to be as selfless as possible while attending to the problems, difficulties & miseries of our members. I have never hesitated to call a spade a spade whenever situation warranted so. Fear or consequences have never deterred me from upholding the cause and the interest of the officer’s community.

                         IBA improved their initial offer from 5% to 9.5%

                         Next round of negotiations on 27th January, 2014

                         Strike on 20th and 21st January 2014 deferred

We furnish hereunder the communication received from our Confederation for the information of all officers.

“IBA invited the UFBU for discussions and the bipartite talks were held on 17th Jan 2014, at Mumbai in the office of IBA. UFBU was represented by the representatives of all the constituent unions.

During the discussions held and after protracted negotiations, IBA finally agreed to improve their earlier initial offer of 5% on cost of Pay slip components (which amounted to Rs. 1575 crores) to 9.5 % (amounting to around Rs. 3000 crores) which is exclusive of retirement benefits and other costs. The IBA also reiterated that they would expedite the negotiations and conclude the Settlement by June, 2014. IBA further informed that the next round of negotiations will be held on 27th January, 2014.

While explaining the rationale behind the charter of demands, UFBU pointed out that our offer needs to be further enhanced before we can reach any finality. However, looking to their improved offer and assurance to expedite the settlement, it was decided to defer our agitational programmes and proposed strike action on 20th and 21st January, 2014.

We congratulate all our members all over the country for their enthusiastic preparation for the strike which has resulted in the above outcome.

Further developments will be informed after the next round of negotiations. In the meantime, it is necessary to maintain our unity and preparedness which alone can guarantee accomplishment of our demands”

                                     LOOK BEFORE YOU LEAP

“Look before you leap” though reduced to and ridiculed as a clichĂ© has not lost its relevance and value. As they say ‘Bolting the stable after the horse has run off” is of no use. In banks where money is the commodity and the depositing public reposing greater trust on banks expect highest degree of integrity and honesty, the above “clichĂ©s” assume greater relevance and importance. A slip can ruin the life of not only the officer concerned but the entire institution. Our business should always be a venture working on time tested systems and procedures. To climb a mountain safe & fast the best option is not ‘cliff hanging’ but by trekking long through bends and bushes. With this reality in mind our bank has recently introduced the SHORT TERM PLAN of business promotion mainly enhancement of business under Retail credit.

During the recent visit to the zonal units, we have been informed that some of our Branch Managers are choked with unimaginable jump in their retail credit segment within the shortest period of 2 months of introduction of STP by the management. Such branch managers are awarded and paraded as role models by the field functionaries. Speed is vital to overcome the competitors and QUALITY is necessary to remain healthy.

There is no second opinion that our prime duty is to increase the qualitative business. But taking up business beyond capabilities landed many in problems.
“BITE ONLY WHAT YOU CAN, CHEW TO AVOID GETTING CHOKKED” should be watchword.



Our requests to all Branch Managers are:

1.    We cannot take refuge behind the deficiencies. We are paid to act with reason. Reason requires proper and adequate knowledge which should be updated & train ourselves to face the challenges. When in doubt ask others in the know & be thoroughly convinced of what they say by reference to requisite guidelines. Innocence is no defence; ignorance is inexcusable.
2.    There shall be no improvisation to undermine or bypass laid down safeguards and procedures.
3.    Loans should not be sanctioned under pressure. Merit based loan proposals are not unnecessarily delayed. To lower the concentration to high corporate credit, our management requested us to increase the business under Retail lending which is the need of the hour.
4.    Efforts are made to open more and more new accounts
5.    Efforts are made to reduce NPAs by improving quality of advances

However, we have a goal before us. We cannot and must not allow this to fall short of reality. This is not an idle commitment-our honour is at stake. So, let everyone of us do whatever we can-strive, struggle, leaving no stone unturned to achieve our goal under CASA, REDUCTION IN NPA & GROWTH IN RETAIL CREDIT.

There is one and only one answer:      YES WE CAN AND WE WILL.

FEDERATION COMPLETES GOLDEN JUBILEE          


ALL INDIA CENTRAL BANK OFFICERS’ FEDERATION (AICBOF), the majority Officers’ Organization in our Bank, is completing 50 years of its fruitful existence in this year. It is another milestone in its glorious history of trials & tribulations, failures and achievements. It is not the number of years you live that matters, but how you live. In that respect every one of us could be proud that we belong to a trade union which is strong collectively and continues to serve the cause of the community without compromising its core values. Our Federation (AICBOF) & Confederation (AIBOC) does not depend upon the political support, being an apolitical organization, we run our own organization with the subscription collected from our own members & only strength that we have in our Trade union movement is the strength of the committed members like you who have always stood by the organization & fought against all the injustices against the officers and were able to get several facilities & rights over the last five decades of our existence. The Executive committee of the Federation in its meeting held at Chennai, decided to celebrate the YEAR-2014, as the GOLDEN JUBILEE YEAR of existence of the Federation. It was also decided to organize grand celebrations at all the Zonal/State & Regional headquarters during the year. Mumbai unit has been chosen as the first unit to roll-out yearlong GOLDEN JUBILEE celebrations of the Federation.

                             WELCOME THE NEW YEAR-2014
We wish you all a very Happy and Successful New year. We wish and hope that the New Year ushers in an era of peace & prosperity.
The Year 2013 draws to a close. Each one of us should be proud of the fact that our Federation has retained the image of purpose oriented and value based Trade union by taking up the issues for a cause dearer to our heart. It is true that some of us have been put to a lot of inconvenience in the process. But we have taken it cheerfully with the hope that this will help us surmount bigger challenges that may be in store for us. Never have we felt let down or discouraged. The days ahead may through us bigger challenges. Let us resolve in the New Year that we will do everything in our command to face them with courage and conviction.
AICBOF believed and practiced value system in its working Vis-a Vis its relationship with members as well as the management. It always believed and promoted Honesty and Integrity among members, which have aligned well with the work culture in the Bank. This remains as the corner stone of its strength. We appeal to those who are in the unorganized segment and those who are in the minority group, Please join the majority officers Federation to protect the self respect of the officers.

                                                 WAGE REVISION

The issues before us are countless. We need to concentrate our struggle on salary revision. With hopes of better and bright future for all of us, we have to move hand in hand together to achieve our goals and aspirations. We have the confidence that with a resolve to achieve our legitimate charter of demands.

                                               SHORT TERM PLAN


Banking industry is passing through the hardest phase of its existence in the background of mounting NPS’s, which have been increasing by leaps and bounds. With deteriorating Asset quality and profitability, Our Bank has introduced Short Term Plan, with the focus on Business volumes which are required to be improved substantially. It is a known fact that every percentage increase in the business volume mainly mortgaged based Retail lending, will make material improvement in the Bank’s profitability. We request you all to reinvent ourselves by chalking out the localized strategies for the successful implementation of STP of our Bank, which are listed as under:

1.   RETAIL LENDING: While concentrating on retail lending(Housing loans, Cent Mortgage, Cent Rental and Cent Trade)utmost importance should be given to the quality aspects and the steps should be steady, measured and in the right direction. Some of our friends always argue that banking cannot be successful without deviation. We can only tell them ‘Deviate not as a norm, but as an exception, that too Deviate after taking prior permission. At the same time we wish to remind the reality, when the going is good ‘Deviation’ fetches you awards and promotion, but when things turn sour, the very same ’Deviation’ drags you down. Such opportunistic “system response” does not augur well for any organization.

2.     CASA: We will have to direct our efforts in canvassing low cost deposits, as the cost-push factor is always straining the bottom line of our Bank.

3.     RECOVERY DRIVE: We will have to meet all the NPA borrowers for the desired results.
Friends, keeping in mind as much we know about the Bank and almost all of you, we are confident that all of us can take our Bank to the respectable presentation by adopting turn around strategies, for the year ending Mar-2014 onwards.

LET US SET OUR GOALS & MOVE FORWARD, THE VICTORY IS BOUND TO BE OURS.

                                  DEUNIONIZATION OF OFFICERS

We furnish hereunder the communication sent to the management for the information of all officers:

“We understand that your office vide the circular IRP/571 dated 16th Dec 2013,have directed the Scale-IV officers not to be a part of any trade union, which is abinitio illegal and is in total contravention and violation of constitutional provisions. It also shows that no respect appears to have remained for the laws and the constitution of the country.

You are aware that as per the service regulations and conduct regulations, officers in all scales i.e. scale-I to VII are officers only. The conduct regulation does not differentiate between scales. In these circumstances, to say that one section of the officers should not become members of trade union is a direct attack on the fundamental rights of such officers, enshrined in the constitution of the country.

By issuing such type of threat, the management of our bank is not prepared to accept the organization as a part of the system. It is observed that the old time allergies towards the trade union are still remaining in the minds of the management, though not as apparent as they were in the past. Instead of creating threat causing unnecessary harassment which is nothing but an unproductive exercise, the management should concentrate in creating an atmosphere of confidence & encouragement amongst the officers particularly of senior management grade for better business growth of the Bank. The energy and time at disposal being limited, the entire attention of all the officers may be better devoted for business growth than concentrating on such unnecessary interference.

Earlier we were very happy to hear the message of our CMD, when he reported in our bank, that strong union is very much necessary for the bank to become stronger& stronger. Contrary to his message, your office has not left the use of the words ‘prerogative’- ‘our right’- ‘management discretion’ etc and such types of words have no place in a bilateral system.

We strongly protest against the illegal and untenable directions of your office in attempting to curb the trade union activities and request you to withdraw the same for the congenial industrial climate, which is the need of the hour”

             UFBU DECIDES TO CONTINUE ITS STRUGGLE
            FOR EARLY WAGE REVISION ONWARD TO
             48 HOURS ALL INDIA BANK STRIKE ON
                     20th & 21st JAN 2014


Friends, the wage revision talks do not progress the way one expected it to happen. Uncertainty is looming large over the early and successful completion of wage revision in view of the various impediments in the form of counter demands/issues proposed by the IBA. The delay will harm us. We have waited patiently and there is no reason to prolong the waiting. Therefore it is very much necessary that we keep ourselves fully equipped to launch a meaningful and involved struggle. UFBU decided to continue its struggle for early wage revision onward to 48 hours ALL INDIA BANK STRIKES on 20th and 21st Jan 2014.

UFBU also decided on the following guidelines for an ensuing strike programme.

1.    Since the issue involved is wage revision for all sections of the employees and Officers, all employees and officers including those on probation should participate in the strike
2.    All those who would retire from the Bank service in the next few months to also to take part in the strike since. As per the IBA guidelines/pension regulations there would be no loss to such employees and officers in calculation of their pension entitlement 7 that wage revision would benefit all of them.

We appeal to all our members to be vigilant so that we can carry on the struggle in a purposeful and successful manner.

We are sure that our entire membership will rise to the occasion and build up a strong powerhouse to energize, at all times, the huge structure of our FEDERATION/CONFEDERATION/UFBU. The investments in the form of agitation, we make now are bound to return rich dividends to the present generation of officers & employees and more to the future generation.

Dear Friends,

 UNILATERAL ACTIONS BY THE MANAGEMENT

We furnish hereunder the communication sent to the management for the information of all officers:

“We understand that the management has sent some communications to the Zonal offices/Regional offices vide their circular CO/HRD/IRP/2013-14/36 dated 29th Nov 2013, wherein it has been reportedly mentioned that the Request Transfers will not be automatically considered and that giving a Request Transfer will depend on the “Performance “of the concerned officer.

From this communication, it is evident that the management is going ahead unilaterally in enforcing its ideas bypassing the Federation and keeping aside the implications.

There are established ways of ensuring and demanding on performance and getting the best out of the people, while retaining grace and rights. But we are surprised and shocked to receive such communications at a time when we are beset with challenges and competition around .It is the time to motivate the ethos of the entire workforce.

Such unilateral communications clearly dilute/nullify the bilateral settlements with our Federation. From tone and tenor of the communications, it is evident that the management intends to do away with the Request Transfer system in the Bank and subject the officers to the total mercy as well as
whims & fancies of the administration. We are flooded with Officers’ protest from all over the country against such unjustified and untenable decisions.

We convey our strong protest against such unwarranted and unilateral action of the management. Such communications will result in more frustration and adversely affect performance instead of improvement.

We request for inviting our Federation for further negotiation and if the management moves ahead by keeping our Federation at bay, the entire officers’ community in our bank will lose faith in the management. We hope the management would not force the organization to resort to organizational steps for maintaining sanctity of bilateralism.”

CONGRATULATIONS FOR THE GRAND SUCCESS OF STRIKE

The strike at the call of UFBU on 18th Dec 2013 has been a roaring success.

The participation has been huge and massive. Hats off to all of you, dear friends for this wonderful and successful strike. You are aware that despite six rounds of talk, not much headway has been made in the settlement of charter of Demand.

The paltry offers of 5% increase on the salary components covered by pay slip components nowhere matches the expectation of the bank employees & officers, considering wages and salaries in comparative sectors including the salaries of government employees which was the bench mark for bank officers and employees.

Let us hope that IBA will see reasons and would take immediate steps to accept the reasonable wage revision demands of UFBU/AIBOC

We understand that some of our Field Functionaries in our Bank is indulging in acts of coercion, intimidation and other form of threats for participating in collective action programme that too at the industry issue. Friends please ignore all such provocative postures.

Some of our Field Functionaries thought of building their career on the blood of others.

Await further decision of UFBU.
